On 23 April, the European Parliament’s Committee on Employment and Social Affairs (EMPL) called for an enlargement of the scope of the youth guarantee. Considering the devastating youth unemployment situation, the committee adopted a report that aims to further protect and support one of the most vulnerable groups in today’s Europe.

Forget talk of the 'burden' of government debt on future generations. Look at how austerity scars young people now

Austerians, as supporters of fiscal austerity have become known, frequently bemoan the hefty burden on future generations of the debts run up by spendthrift governments in battling the banking collapse.

But a salutary report from the International Labour Organisation last week suggested that today's generation of young people is already bearing more than its fair share of the costs of the crisis.

The International Labour Organization (ILO) published on 8 May its new report ‘Global employment trends for youth 2013'. 

The report points that 73.4 million young people in the world – 12.6 per cent of the population – are expected to be out of work in 2013, close to the levels reached at the peak of the economic crisis in 2009. This represents an increase of 3.5 million between 2007 and 2013.

As youth jobs’ gains are wiped out by a slow economic recovery, the report warns against the long-term impact of the youth employment crisis that could be felt for decades, creating a generation at risk of suffering decent work deficits throughout their lives. In its conclusions, the ILO points the youth guarantee as a key measure to tackle the crisis and namely its consequences on young people.

Sozialdemokraten in Europa drängen Mitgliedstaaten zu aktiver Wachstumspolitik

Lors d’un débat en commission des affaires économiques le mardi 7 mai, les eurodéputés sociaux-démocrates allemands et français ont demandé à la Commission européenne et aux Etats membres une action commune. « Les sociaux-démocrates luttent chaque jour ensemble dans toute l’Europe pour éteindre l’incendie de la crise sur le continent » déclareUdo Bullmann, chef de la délégation SPD au Parlement européen. « La Commission européenne et le Conseil doivent prendre une autre voie pour la sortie de crise : la politique des égoïsmes nationaux qu’ils ont menée jusqu’à présent aggrave la crise ».

Parlant à Bruxelles à l'occasion du 1er mai, Laurette Onkelinx, Vice-Première Ministre et Ministre des Affaires sociales et de la Santé publique belge a demandé un changement de cap à niveau européen pour combattre la crise et a proposé une garantie pour combrattre le chômage parmi les jeunes, notamment à Bruxelles où 32% des jeunes n'ont pas d'emploi.  Mme. Onkelinx a ainsi revendiqué l’instauration d’une «garantie emploi-jeunes» offrant une solution pour l’avenir de chaque jeune Bruxellois, à travers soit une formation qualifiante, soit un stage rémunéré en entreprise, soit un emploi, dans les six mois de son inscription comme chercheur d’emploi.

Speaking to European Commissioner Lászlo Andor at a meeting today in Dublin Castle on Youth Unemployment – An EU Challenge - Deputy John Lyons has stressed the urgent need for a decision on the Ballymun pilot Youth Guarantee scheme. 

“Last October, an application for European Commission funding was submitted for Ballymun to be a year-long pilot Youth Guarantee scheme. Should the application be approved, it would guarantee any young person in Ballymun under 25 who now finds themselves out of work or education for 4 months, a training or education placement. 

Dublin MEP, Emer Costello, has welcomed the European Parliament's proposal to extend the scope European Youth Guarantee, to include thousands more unemployed young people.

“The Employment and Social Affairs Committee of the European Parliament has recommended that those eligible for the Youth Guarantee be extended from those under 25 years of age, to those under 30 years of age, which would qualify thousands more Irish people for the scheme.

In an employment policy brief released in early April, the International Labour Organization (ILO) has restated the need for a European Youth Guarantee to be effectively implemented throughout the Member States.

The publication, titled Youth guarantees: a response to the youth employment crisis?, reviews the existing youth guarantees and underlines their “important role in keeping young people connected to the labour market or in education”.
